          Mr. Kijja Sripatthangkura, Deputy Governor-Policy and Planning, led EGAT team to participate in the 32nd meeting of the Heads of ASEAN Power Utilities/Authorities Council (HAPUA). The meeting was emphasized on electricity system security, renewable energy development, system reliability, and private investment support for big projects to enhance the regional growth.

          On May 6, 2016 Mr. Kijja Sripatthangkura, Deputy Governor-Policy and Planning, led EGAT team to join the Heads of ASEAN Power Utilities/Authorities Council: 32nd HAPUA Council and 23rd HAPUA Working Committee (HWC). The participants were comprised of executives of power utilities, representatives from energy ministers in ASEAN, HAPUA Secretariat, ASEAN Secretariat, representatives from ASEAN Center for Energy, and experts from international organizations.

          From the meeting, the joint statement was achieved as follows:

        1. Emphasis is placed on the power security in the ASEAN region in response to the growth of ASEAN Economic Community: AEC. The framework of ASEAN Power Grid is targeted at 10,800 MW in 2020 and 16,000 MW after 2020.

          Moreover, the HAPUA Council emphasized the importance on Lao PDR, Thailand, Malaysia, Singapore (LTMS) Power Integration Project (PIP): LTMS – PIP, which would lead to Multilateral Electricity Trading. It is scheduled to be completed in 2018.

          2. The renewable energy development is needed in the region. The share of renewable energy for power generation in 2025 is targeted at 23%, while security and reliability of the power system must also be considered.

       3. Emphasis is placed on quality and reliability of the power system through the modern technology like smart grid, experience sharing, and power experts of utilities in the region.

         4. APG development is considered with Guidelines for Public Private Partnership (PPP) Financing Modalities in ASEAN Power Project.

          The meetings of HAPUA Council are held annually in order to set policies and directions of ASEAN electrical power, to drive the achievement of APG. The next meeting of HAPUA Council will be held in 2017 in Myanmar.
