          TLT Consultants Company Limited (TLT) and EGAT expressed their appreciations to over 3,000 Mae Moh residents and the public interestedly participating and giving comments in the 1st public hearing for Mae Moh Power Plant Replacement Project, Units 8-9. In this forum, 48 participants delivered their verbal comments, reflecting public participation in the Project operation. For the benefit of the people, all comments will be used to determine the framework and preventive measures on environmental and health impacts.

         On July 13, 2019, Mr. Prachuap Kanthiya, Deputy Governor of Lampang Province, presided the 1st public hearing of the public and stakeholders for the purpose of determining the framework and preventive measures on environmental and health impacts for Mae Moh Power Plant Replacement Project, Units 8-9. The forum was held during 8.00 – 14.00 hr. at Mae Moh EGAT College of Technology and Management, Mae Moh District, Lampang Province.

         Dr. Benjaporn boonyapukkana, TLT’s environmental expert said that it was grateful that Mae Moh residents and the public attended the forum and shared their opinions and concerns on the Project operation in the 1st public hearing with the public and stakeholders to set the frameworks and guideline for environmental and health impacts for Mae Moh Power Plant Replacement Project, Units 8-9, which was a process of studying an Environmental Impact Assessment (EIA). The forum concluded successfully with 2,647 participants from all relevant sectors. There were 48 people who delivered verbal opinions (due to the 4 resignations from 52 registers), which were from 5 districts, including Sob Pat, Chang Nuea, Na Sak, Ban Dong and Mae Moh Sub-districts, together with others from nearby areas.

         The concerns of the locals include environmental impacts, administration of power development fund, health care, infrastructure management, local development, job generation and etc. All concerns from the hearing would be used for conducting the studying framework. The 2nd public hearing will be held in a form of field visits for profound interview and discussion on concerns and doubts with the locals in order to determine the suitable preventive measures on environmental and health impacts. After that, the draft EHIA will be reviewed and the 3rd public hearing on the draft EHIA will be held to further conduct the complete EHIA.

         Moreover, Mr. Somluck Petcharoen, Assistant Governor - Power Plant Planning stated that “I would like to thank Mae Moh residents who are interested in participating and sharing their comments overwhelmingly. Mae Moh Power Plant Replacement Project, Unit 8-9 is a thermal power plant fueled by lignite form Mae Moh Mine, with installed capacity of 660 MW. Situated at Mae Moh Sub-district, Mae Moh District, Lampang Province, it is constructed to replace the units 8-9 of Mae Moh Power Plant which will be decommissioned in the year 2022, in order to maintain generating capacity and power security in the North and to ensure the overall stability of power system of the country in compliance with the Power Development Plan 2018-2037 (PDP2018).

         All comments and useful suggestions in the forum today are gathered to set the framework and guideline for EHIA covering all concerns in the next process, in order to make the EHIA complete with the real participation of the public.”
