EGAT International Company Limited (EGATi) signed Memorandum of Understanding (MOU) with Provincial People’s Committee of Quang Tri to develop the 1,200 MW thermal power project in Vietnam. The construction will start at the end of 2017, and the first generator is scheduled for commercial operation in June, 2021.


The MOU was signed between Mr. Thana Putarungsi, Acting President of EGATi, and Mr. Nguyen Duc Cuong, Chair of the Provincial People's Committee. EGATi executives, representatives from Quang Tri, and the local media also joined the signing ceremony

Mr. Thana said that Quang Tri Thermal Power Project was considered crucial by the governments of Thailand and Vietnam because the project would help strengthening the power system of Quang Tri Province and Vietnam. The project also encouraged the relationship between 2 countries and paved a way for the development of ASEAN Power Grid as Quang Tri is only 280 km. from the border of Thailand and could connect to Laos Grid System.

“The development of Quang Tri Thermal Power Plant is one of the most important projects of EGATi. Apart from the government support, Quang Tri Province plays an important role in driving the project. EGATi has hired Power Engineering Consulting Joint Stock company 2 (PECC2) to conduct feasibility study and Environmental Impact Assesment (EIA) which are expected to complete within this year, then the construction can start at the end of 2017,” Mr. Thana revealed.

Mr. Nguyen Duc Cuong said that the project was approved by the Government of Vietnam in August 2013 for EGATi to be the investor. The signed MOU was the framework for every activity and process of the project development. Mr. Nguyen Duc Cuong also asked EGATi to strictly follow the investment plan and rules as well as Vietnam environmental regulations, while Quan Tri would fully support EGATi such as the evacuation of local people living in the project site.

The plant would be built in the form of BOT (build-operate-transfer) of a 25-year period with the capacity of 1,200 MW (2X600 MW) using the imported coal as fuel. The first generator was scheduled for commercial operation in June, 2021, and the second unit would start around December 2021. The electricity generated from the plant would be sold to Vietnam Electricity: EVN, and it would be further used to develop the country especially Quang Tri special economic zone to be the industry hub in the Central Vietnam.
