          EGAT and SECOT Company Limited expressed their appreciations to over 700 residents in Nonthaburi and Bangkok interestedly participating in the 1st public hearing of North Bangkok Power Plant (Extension) Phase 1, reflecting public participation in the project operation. All comments and concerns will contribute to determining a study framework and conducting an Environmental Impact Assessment (EIA).

         On February 1, 2020, Mr. Chuchart Piphatsatta, Senior Deputy District Chief of Bang Kruai District presided over the 1st public hearing of North Bangkok Power Plant (Extension) Phase 1, in order to inform of the project description and to gather comments for conducting the Environmental Impact Assessment (EIA). The forum was held at the Meeting Hall, Building 2, Nonthaburi Municipality, Muang District, Nonthaburi Province, in which Mrs. Sriwan Buranachokepisal, EGAT Assistant Governor - Power Plant Planning gave an opening report. The participants included 722 residents and stakeholders from governmental agencies, private companies, educational organizations and mass media, together with 18 people who delivered verbal opinions.

         The Senior Deputy District Chief of Bang Kruai District said that electric power is a crucial factor for country development, industrial sector, manufacturing sector, service sector and people’s way of life, nowadays. The power development to meet the country’s demand requires the consideration of environmental impacts. Coupled with SECOT Company Limited, EGAT organized the public hearing to present the project description of the North Bangkok Power Plant (Extension) Phase 1, from the background, the study framework, guidelines for environmental assessment, to the hearings of comments, suggestions and concerns of the public, in order to determine the comprehensive study framework and guidelines for the EIA.

         EGAT Assistant Governor - Power Plant Planning said that the North Bangkok Power Plant (Extension) Phase 1 has been incorporated in Thailand Power Development Plan B.E. 2561-2580 or PDP2018 to enhance the long-term power security in Bangkok and its vicinity, Thailand’s economic center. These areas need adequacy of power supply, as any force majeure incurring may affect power security. EGAT, therefore, develops the Project to increase power security and response to rising power demand. Fueled by natural gas, the North Bangkok Power Plant (Extension) Phase 1 with a generating capacity of 830 MW and the Commercial Operation Date (COD) in 2028 will be constructed in the same area of the present North Bangkok Power Plant, at EGAT headquarters, Bang Kruai District, Nonthaburi Province, due to the readiness of location and transmission system.

         Mr. Khanchai Kriangkraiudom, the President of the SECOT Company Limited stated that the company explained project description, direct and indirect effects, study framework and alternative assessment and opened for the public and the stakeholders, including governmental agencies, private companies, educational organizations and mass media, giving comments, suggestions and verbal comments for further conducting of the EIA.

         The concerned issues from the participants include health quality of the nearby residents; pollution issues such as water disposal into Chaopraya River, care for aquatic animals, noise, dust particles and pollutant emissions; public participation during construction and operation; and preventive measures for emergencies such as earthquake
