          On August 22, 2020, coupled with SECOT Company Limited, EGAT organized the 2nd public hearing for conducting Environmental Impact Assessment (EIA) of North Bangkok Power Plant (Extension) Phase 1 at the Meeting Hall, Building 2, Nonthaburi Municipality, Muang District, Nonthaburi Province, in which Ms. Thiparpa Yolthantham, Director of Nonthaburi Provinical Office of Natural Resources and Environment presided over the opening session and Mrs. Sriwan Buranachokepisal, EGAT Assistant Governor - Power Plant Planning gave an opening report. The participants included 635 residents and stakeholders from governmental agencies, local government organization, private companies, educational organizations, religious leaders, mass media, and interested locals, together with 18 people who delivered verbal opinions.

          Ms. Thiparpa Yolthantham, Director of Nonthaburi Provinical Office of Natural Resources and Environment said that electricity is vital for country development. Industrial, manufacturing, and service sectors and the daily life of people must depend on electrical power. Every development project needs to follow the measures in EIA report with the concern over overall economy, life quality, society, and environment. The public hearing of North Bangkok Power Plant (Extension) Phase 1 has been organized for the public to join in monitoring the accuracy and completeness of the report as well as being informed and giving comments which are the means of public participation in EGAT’s project development.

          Mr. Khanchai Kriangkraiudom, the environmental expert of SECOT Company Limited stated that during the public hearing, the company explained the details of the project, the results of the environmental impact assessment, and the measures to prevent and solve environmental impact and measures to monitor environment quality in all aspects. The residents of the project area, stakeholders, and related agencies had the opportunity to check the accuracy and completeness of the report and to give comments or suggestions in addition to the 1st public hearing on February 1, 2020. The company had surveyed and listened to the public opinion for the assessment and conducting of the EIA report from March to July, 2020.

          As for the 2nd public hearing, the aspects which the public is still concerned about include environmental impact, air quality, dust and noise from the construction, water disposal management, pollution caused by the power plant, an opportunity for the community to participate in the management of the power development fund, etc. Every opinion and suggestion will be considered to improve the EIA of the North Bangkok Power Plant (Extension) Phase 1 in all aspects before submitted to the Office of Natural Resources and Environmental Policy and Planning for further consideration.

          Mrs. Sriwan Buranachokepisal, EGAT Assistant Governor - Power Plant Planning expressed the appreciation to the participants who share their opinions and suggestions to be gathered for conducting the EIA and related measures to be complied with the conditions of the locals.

          Having been incorporated into the Power Development Plan (PDP) B.E. 2561 - 2580 or PDP2018, the North Bangkok Power Plant (Extension) Phase 1 will maintain the power security in the metropolitan areas which is the economic center of the nation, and will ensure the adequacy of power capacity for the areas due to decommission of old power plants. As any interruption means instability of the power system, EGAT develops this project to ensure the stability and responses to the increasing power demand. The North Bangkok Power Plant (Extension) Phase 1 has a generating capacity of 830 MW fueled by natural gas, with the Commercial Operation Date in 2028. The power plant will be constructed in the same area of the existing North Bangkok Power Plant at EGAT Headquarters, Bang Kruai, Nonthaburi, due to the availability of the area and the transmission system which does not cause an increasing burden on electricity cost to the public.
