Sustainability Management Process
EGAT has established a systematic process to drive sustainable development as outlined below:
1. Study of Organizational Context, Data Collection and Identification of Material Sustainability Topics
EGAT conducts a comprehensive analysis of its vision, mission, organizational culture, value chain, corporate plan, risks and opportunities, as well as industry trends and government policies. This enables a clear understanding of the organizational context which serves as a foundation for stakeholder analysis and the identification of material sustainability topics that EGAT should prioritize and manage effectively.
2. Formulation of Organizational Sustainability Policy
Based on EGAT’s context and identified material sustainability topics, the organization formulates its sustainability policy and goals to demonstrate its commitment to sustainable development. This includes assigning clear responsibilities and roles for driving each material sustainability topic forward.
3. Development of Sustainability Strategies
EGAT integrates its sustainability policy and goals into the corporate strategy to establish a framework or strategic direction for sustainable development. These strategies may be defined across short-, medium- and long-term timeframes.
4. Implementation of Sustainability Initiatives
EGAT executes its sustainability plans to achieve the defined objectives and targets, utilizing various project management tools such as the Plan – Do – Check – Act (PDCA) cycle.
5. Communication of Sustainability Performance to Stakeholders
EGAT discloses and communicates its sustainability performance to stakeholders through various media and channels, including the Sustainability Report, to foster awareness and understanding of the organization’s sustainability efforts.
Roles of the EGAT Board of Directors in Sustainability [2-12]
The EGAT Board of Directors plays a key role in reviewing and approving major policies and strategies, organizational objectives, financial targets, corporate governance, social responsibility, environmental stewardship and various operational plans. The Board also regularly monitors the implementation of these policies and plans.
In addition, a dedicated sub-committee, the Governance and Social Responsibility Committee, is responsible for formulating and reviewing policies, as well as considering and approving key plans related to corporate governance, ethics and code of conduct, social and environmental responsibility, organizational sustainability development, stakeholder engagement, customer service, grievance management and anti-corruption. The Committee also oversees the reporting of conflicts of interest and the preparation of sustainability reports in accordance with international standards, while monitoring progress and reporting to the EGAT Board on a quarterly basis.
In 2024, the Governance and Social Responsibility Committee played a vital role in advancing EGAT’s sustainability agenda through the following actions:
- Approving EGAT’s material sustainability topics
- Approving EGAT’s sustainability goals and indicators which serve as the basis for developing enterprise plans, master plans and action plans, along with assigning responsible units
- Approving EGAT’s Sustainability Policy
- Approving EGAT’s Sustainability Guidelines
- Approving the Stakeholder Engagement Master Plan
- Approving the Corporate Social Responsibility Master Plan
- Reviewing and approving quarterly performance reports on stakeholder engagement and social responsibility to ensure effective management of EGAT’s economic, environmental and social impacts. The Committee does not directly engage with stakeholders but performs its duties through the responsible units that serve as the primary liaison with each stakeholder group.

Delegation of Sustainability Responsibilities [2-13]
The EGAT Board of Directors delegates authority and responsibilities to the Executive Committee which is chaired by the Governor of EGAT, the organization’s highest-ranking executive, and comprises Deputy Governors as committee members. This committee is responsible for managing and making decisions across various operational areas in alignment with regulatory policies, directives from the Board of Directors and EGAT’s strategic direction. It also oversees the mitigation of economic, environmental and social impacts arising from EGAT’s operations and reports performance outcomes to the Board on a quarterly basis.
EGAT has designated the Deputy Governor – Strategy to lead strategic planning and define the organization’s operational direction including sustainability strategies. Supporting this role is the Assistant Governor – Sustainability Management who oversees the organization-wide sustainability efforts. The Sustainability Strategy Division is responsible for planning and managing EGAT’s sustainability strategies, ensuring that policies and management frameworks align with EGAT’s strategic direction and respond to stakeholder expectations. This division also manages social, environmental and projects in accordance with EGAT’s corporate social responsibility (CSR) policies and strategies.
At the regional level, EGAT has established dedicated units such as the Power Plant Public Relations and Community Relations Department, the Renewable Energy Power Plant Public Relations and Community Relations Department, and the Transmission System Public Relations and Community Relations Department. These units are tasked with implementing CSR initiatives and engaging with stakeholders in their respective regions.
Additionally, the Deputy Governor – Strategy appoints the working group on CSR and public relations, comprising divisional-level representatives from various divisions. The Assistant Governor – Sustainability Management serves as the chairperson. This working group is responsible for reviewing the CSR and public relations master plan, setting frameworks, screening, monitoring and overseeing the implementation of plans and budgets related to public relations, stakeholder engagement, CSR activities and EGAT’s annual charitable contributions.
