Three utilities—EGAT, MEA, PEA—unite to enhance power system security in all dimensions

9 July 2025

EGAT, MEA, and PEA united to build energy security by organizing the 54th meeting of the Power System Reliability Improvement Committee. The meeting was joined by executives and experts from the three utilities to exchange knowledge, share experiences, update energy technology trends, as well as gain insights on the blackout in Spain to reassure the public and all electricity users that Thai electricity is reliable 24/7.

On July 8, 2025, the Electricity Generating Authority of Thailand (EGAT), the Metropolitan Electricity Authority (MEA), and the Provincial Electricity Authority (PEA) held the 54th (1/2025) meeting of the Power System Reliability Improvement Committee. Mr. Sanay Treekhan, EGAT Deputy Governor – Transmission System Operation and Chairman of the 2025 Power System Reliability Improvement Committee; and Co-Chairmen of the Committee, namely Mr. Pipat Chonumpai, MEA Deputy Governor – Distribution System Service, and Mr. Udomsak Temwong, PEA Deputy Governor – Grid Operation; along with members of the Committee and working Committee, and related persons from all three organizations joined the meeting at Rama Gardens Hotel in Bangkok.

Mr. Sanay Treekhan, EGAT Deputy Governor – Transmission System Operation and Chairman of the Committee, said that Thailand’s power system is facing challenges from changes in the power structure and the increase of fluctuating renewable energy, especially during Thailand’s energy transition toward renewable energy generation technologies. The blackout in Spain was an important lesson on the fragility of renewable power plants and the insights gained through the incident will be used as guidelines for managing a secure power system. All three power utilities must cooperate to determine how to develop the power system to be secure, flexible, and efficient in preparation for future challenges.

Mr. Pipat Chonumpai, MEA Deputy Governor – Distribution System Service and Co-chairman of the Committee, revealed that due to global warming and the government’s Carbon Neutrality goal, renewable energy began to play an important role in the power generation sector. Moreover, domestic electricity demand has increased as a result of the growth of electric vehicles (EVs) and data center businesses, which may impact power system stability. To prevent brownouts and blackouts, the three power utilities have to prepare for development of the organization and human resources, and use technologies to support the increasing electricity demand and the future energy transition.

Mr. Udomsak Temwong, PEA Deputy Governor – Grid Operation and Co-chairman of the Committee, revealed that the collaboration between the three power utilities for power system stability has been implemented continuously to jointly manage the security of the power system. The increasing renewable energy is one of the challenges of the power system. Additionally, cybersecurity is an important factor which may impact the system. The three utilities must unite to prevent cyber attacks in all dimensions for a strong, smart, and sustainable Thai power.

During the meeting, the three power utilities have collaborated to integrate the management of the power system to be secure, sufficient, and safe. There are eight working Committees in order to ensure all dimensions of power system security. Furthermore, importance is given to the management of fuel sufficiency as well as the lessons learned from the blackout in Spain to prepare Thailand for such situations.
